I am fairly sure they all function in the same way, but to answer your question, yes you can use a 1000 charger, which is what I do.
I had the same concern but have been happily using my old 1000 charger for my 3000 for quite a while now and it's been fine!!
Yes I use my 1000 charger on my PSP 3000 the charger I got with my PSP 3000 the wire wasn't as long as my PSP 1000 charger but I've had no problems at all.
